The term 'special economic zone' was employed when the People's Republic of China allowed the four southeastern coastal regions to take up a positive market economic system as part of its door opening policy. The third plenary session of the 11th Central Committee of the China Communist Party in December, 1978 made a shift from the ideology-first policy so far to the economic construction-first policy, thus deciding on 'door-opening and activation of domestic economy' as its important strategy. As part of the first stage, under the mottos of 'active utilization of foreign investment,' 'introduction of advanced technology,' and 'expansion of export,' the Chinese authorities designated parts of the four cities, Shenzhen, Zhuhai, Shantou in Guangdong, and Xiamen in Fujian as special economic zones in July, 1979, and later in 1988, elevated Hainandao to the Hainan Province status, at the same time authorizing it as the fifth special economic zone. Trade policyDownloadContentSummarySince the late 1980s, Korea's exports to Latin America have grown remarkably due to some favorable factors: first, gradual reduction of external tariffs in Latin American countries, which have abandoned their protective trade policies based on the traditional import substitution industrialization policy; second, stable economic growth derived from strong economic reform policies; third, expansion of market scale through the creation of sub-regional economic integration, including the formation of MERCOSUR. As a result, in Korea, the Latin America has been recognized as a leading and stable market with which Korea enjoys a trade surplus.
